to read and is an exact copy of the hard copy format the legislators
use. You may download a free version of Adobe Acrobat from Adobe's web
site. You may also obtain hard copy bills, initiatives, etc, in the mail
from the Legislative Bill Room FREE OF CHARGE by calling 1-360-786-7573.
Copies of bills may also be ordered toll free by calling the Legislative

By reading the House and Senate "bill reports" (hbr, sbr) for each bill,
you can see how individual committee members voted. By reading the "roll
call" for each bill, you can see how the entire House or Senate voted on
any bill. The beauty of the web site is that ALL this information is
available, on line, to any citizen.

While widely recognized today as a major political force and as America's foremost defender of Second Amendment rights, the NRA has, since its inception, been the premier firearms education organization in the world. But their successes would not be possible without the tireless efforts and countless hours of service our nearly three million members have given to champion Second Amendment rights and support NRA programs. As former Clinton spokesman George Stephanopou-los said, "Let me make one small vote for the NRA. They're good citizens. They call their Con-gressmen. They write. They vote. They contribute. And they get what they want over time."

DISTRICT OF COLUMBIA V. HELLER
BACKGROUND: The District of Columbia generally prohibits the possession of handguns. They have made it a crime to carry an unregistered firearm, and the registration of handguns is prohibited. A D.C. special police officer authorized to carry a handgun while on duty, applied for a registration certificate for a handgun that he wished to keep at home, but the District refused. Mr. Heller filed suit arguing that this violated his second amendment right.
RULINGS: The District Court dismissed the case and the Court of Appeals subsequently reversed the decision. A summary judgment was entered on behalf of Mr. Heller. The District of Columbia appealed the ruling to the United States Supreme Court.
LEGAL ISSUE: Whether a District of Columbia prohibition on the possession of usable handguns in the home violates the Second Amendment to the Constitution.
ARGUMENTS: The Petitioners (D.C.) argued that the second amendment protects only the right to possess and carry a firearm in connection with militia service. The Respondent (Mr. Heller) argued that it protects an individual's right to possess a firearm unconnected with service in a militia, and to use that arm for traditionally lawful purposes, such as self-defense within the home.
The Second Amendment provides: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
SUPREME COURT RULING: "The District's ban on handgun possession in the home violates the Second Amendment, as does its prohibition against rendering any lawful firearm in the home operable for the purpose of immediate self-defense."
AFFIRMING: Justice Scalia, Roberts, Kennedy, Thomas, and Alito.
DISSENTING: Justice Stevens, Souter, Ginsburg, and Breyer.
